What is a Local Transport Plan?

Every local authority in England outside London has an obligation to produce a Local Transport Plan for their area. A Local Transport Plan (LTP) assesses an area’s transport needs and challenges and sets out different ways in which these challenges will be addressed.

The council has produced four previous LTPs that collectively cover the period 2001-2021. The current LTP runs from 2021 until 2039 to tie in with the period of the updated Local Plan.

How can I view the current Local Transport Plan?

Our new Local Transport Plan (LTP) Strategy sets out a comprehensive framework within which the council and its partners can plan transport improvements in the East Riding up to 2039. This strategy includes specific plans to address different elements of local transport such as road safety, cycling, bus, rail and community transport.

The council's Transport Asset Management Plan and our Network Management Plan are included as appendices to the LTP Strategy and can be found on our transport asset management page.

The accompanying LTP Implementation Plan sets out a three-year programme of individual transport schemes to be delivered between 2021 and 2024.

Throughout the development of the LTP extensive consultation has been undertaken with local residents, ward members, and other key stakeholders. This has ensured that everyone has had the opportunity to contribute to the final plan, and allows us to prioritise schemes that best meet local needs while also delivering maximum value for money:

What is the Strategic Environmental Assessment (SEA)?

A Strategic Environmental Assessment (SEA) has been prepared to help us predict what impacts the strategies and schemes included in the Local Transport Plan may have on the environment. The SEA also includes a Habitats Regulation Assessment and a Health Impact Assessment. A statement summarising the SEA can be viewed here:

What is a Local Cycling and Walking Infrastructure Plan?

Following the publication of the national Cycling and Walking Investment Strategy (CWIS) in April 2017, government guidance recommended that local authorities should develop Local Cycling and Walking Infrastructure Plans (LCWIPs) for their area.

LCWIPs are a strategic approach to identifying cycling and walking improvements required at the local level. They enable a long-term approach to developing local cycling and walking networks and form a vital part of the Government's strategy to increase the number of trips on foot or by cycle.
