What is the role of the Housing Appeals Committee?

• The Housing Appeals Committee determines appeals under the Housing Allocation system and in particular:

• to grant admissions to the Housing Register
• to act as final arbitrator on the reasonableness of an offer of accommodation
• to award additional re-housing points for exceptional “social need” applicants/transferees.

• the Housing Appeals Committee determines appeals by tenants against the application of the conditions of consent to carry out tenants' improvements in cases where the matter cannot be resolved by the Director of Environment and Neighbourhood Services
• the Housing Appeals Committee determines appeals against a refusal to grant a second or subsequent succession of a Council home tenancy
• the Housing Appeals Committee determines appeals from unsuccessful or dissatisfied applicants for Home Improvement Grants.

 Membership is drawn from Safer and Stronger Communities Overview and Scrutiny Sub-Committee.

Who chairs meetings?

Councillor Skow chairs meetings of the committee.

When are meetings?

The Housing Appeals Committee meets on an ad-hoc basis as and when required.

Are meetings open to the public?

No as the appeals contain personal information and will be heard in private with the appellant and his/her representative.

The circumstances under which we can consider matters in private are tightly controlled by law. 

Can I record, film, take photographs or use social media during meetings?

No, due to the confidential material being discussed, filming or audio recording of appointments committee meetings is not allowed.

Can members of the public speak at meetings?

Only the appellant or his/her representative may speak and ask questions during the hearing.

How and when can I view agenda and minutes of meetings?

Agendas and reports for the Housing Appeals Committee are placed on public deposit five clear working days before each meeting and can be viewed by selecting the relevant agenda below.

Reports containing exempt or confidential matters will not, however, be available.

Minutes for Housing Appeals Committee meetings are placed on public deposit no later than five clear working days after each meeting and can be viewed by selecting the relevant minute below.
